In light of the recent changes to program requirements and applications deadlines for the 2025–2026 school year, we have provided an overview below to clarify available programs for Universal Free School Meals in New York State.
New York schools can now offer free meals to all students through one of two options:
1. Community Eligibility Provision (CEP)
This program serves all students free meals without requiring household applications. Eligibility is based on an Identified Student Percentage (ISP) of at least 25% as of April 1, 2025.
2. Provision 2
This program serves all students free meals and requires schools to collect household applications in the base year. During the base year, schools must also conduct eligibility determinations, verification, and point-of-service meal counts. The base year establishes claiming percentages used for the following 3 years, eliminating the need for applications or verifications in years 2-4.
New SFAs and RAs
Applications for new SFAs and RAs will now be accepted once per year. This year’s submission deadline is July 31st, 2025.
